Pennsylvania Implements PT Compact: Expanded Opportunities for School-Based Therapists

As of July 7, 2025, Pennsylvania officially became part of the Physical Therapy Compact (PT Compact), allowing licensed physical therapists (PTs) and physical therapist assistants (PTAs) in PA to obtain a compact privilege for working in other member states (and vice versa) without securing a separate license in each state.

💡 Why the PT Compact Matters for School-Based Physical Therapists

Quicker hiring and job starts dates

  • Therapists already licensed in compact states can begin practicing in Pennsylvania faster and avoid long licensure wait times.

Cross-state career options without moving

  • Compact privileges give PTs and PTAs the chance to explore school-based opportunities in new states, including PA, without needing to relocate. This is ideal for flexible professionals or those interested in short-term assignments.

Better service access for schools

  • Districts in rural or underserved areas benefit from quicker access to licensed providers, helping maintain consistent student support and easing staff workloads.

Broader placement opportunities

  • With the Compact now live in PA, AOT can connect therapists with a more diverse set of roles across compact states and help match caseloads to your interests and expertise.

Stronger short-term support

  • Therapists interested in per diem or temporary coverage can more easily help schools in need.

Lower licensing expenses

  • Rather than paying for full licenses in multiple states, therapists can now use the compact as a cost-effective way to practice across borders.

Enhances workforce flexibility

  • The PT Compact aligns with AOT’s mission to support professional growth, clinical flexibility, and work-life balance for therapists working in school settings.

Eligibility at a glance:
To qualify for compact privileges, you must live in a participating compact state, hold a valid license in good standing, and meet eligibility requirements. For a step-by-step guide to applying, visit ptcompact.org.

OT Compact Update
Current Status:
As of June 2025, 31 states have passed Occupational Therapy Licensure Compact legislation, but the compact is not yet operational. In Pennsylvania, legislation is still pending according to otcompact.org.

ASLP Compact (SLP & Audiology) Update
Current Status:
As of mid-2025, 37 jurisdictions (36 states and 1 territory) have enacted the Audiology and Speech-Language Pathology Interstate Compact (ASLP IC). While not yet active, Pennsylvania is moving forward. House Bill 80 passed the PA House unanimously on July 7, 2025, and is now under Senate review according to aslpcompact.com.

Removing licensure barriers means more opportunities for therapists and stronger, more responsive services for students. While we wait for the OT and ASLP Compacts to become operational, now is the time to plan ahead. These changes are setting the stage for more streamlined, student-centered support across state lines.
